CSMS # 60107398 - PGA Error Code Dictionary Update

An updated version of the PGA Error Code Dictionary is available and can be found here: https://www.cbp.gov/document/guidance/pga-error-messages

The updates and additions include:

Added new error codes PGQ and PGR
Added errors for the Environmental Protection Agency, Hydrofluorocarbon (HFC) message set
Added errors for the US Department of Agriculture, Agriculture Marketing Services (AMS), Organic (OR2) message set
Added new entry for error code PE5 for the National Marine Fisheries Service, Seafood Import Modernization program (SIM)
