CSMS # 59932805 - Trade partners incorrectly submitting Stow Plan data to CBP.
CBP issued CSMS # 50379140 on 12/13/2021 announcing changes to Stow Plan processing and CBP continues to receive inaccurate Stow Plan transmissions from some trade members that are currently being accepted with warnings. Specifically, trade members are oftentimes using the same message ID (BGM 02 element) for all voyages on the same vessel or even using the same message ID on all Stow Plans. The message ID should be unique for that vessel/voyage and used if there are any changes/ amendments (message function 4 or 5) or a delete is required (message function 3). An example of a good message ID is the combination of the vessel IMO and the voyage number (e.g. 123456789240W). CBP is planning to take action to reject those Stow Plan filings in the future and a follow-up CSMS will be issued to announce that date. Trade partners will be given 90 days to ensure their programming is correct in order to accommodate this change. Trade partners are urged to complete updates to programming for this change as soon as possible to alleviate any delays when vessels arrive at the local port and to avoid rejections when this edit will be enforced in Production.
