CSMS # 58043493 - Harmonized System Update (HSU) 2310 and 2311
CBP was advised of an issue in update 2309 that included the 2023 Cotton Fee updates. ACE technicians swiftly investigated, resolved the issue, and a revised HSU was published.
PLEASE NOTE: Update 2310 was erroneously published and should not be queried. The latest HSU is 2311. Both updates 2309 and 2311 should be queried. Please disregard update 2310 and only query updates 2309 and 2311.
Harmonized System Update (HSU) 2311 was created on October 12, 2023, and contains 12,260 ABI records and 2452 harmonized tariff records. HSU 2311 includes the 2023 Cotton Fee amendments. Effective October 16, 2023, the Agricultural Marketing Service (AMS) is amending the Cotton Board Rules and Regulations, increasing the value assigned to imported cotton for the purposes of calculating supplemental assessments collected for use by the Cotton Research and Promotion Program. This amendment is required each year to ensure that assessments collected on imported cotton and the cotton content of imported products will be the same as those paid on domestically produced cotton. In addition, AMS is updating the Harmonized Tariff Schedule (HTS) statistical reporting numbers that were amended since the last assessment adjustment in 2022.
For further details regarding these change, please refer to: 88 FR 55345 - Cotton Board Rules and Regulations: Adjusting Supplemental Assessment on Imports (2023 Amendments)
