CSMS # 57886274 - CATAIR Updates for Pecan Fee and Christmas Tree Fee

The new Pecan Fee (accounting class code 124) and Christmas Tree Fee (accounting class code 125) go into effect on November 4, 2023.

The following ACE CATAIRs have been updated under Draft Chapters: Future Capabilities to include these fees:

Entry Summary Create/Update (v87)
Reconciliation: Entry Summary Create/Update (v9)
Duty Deferral CATAIR Guidelines (v6)
Statement Processing: Daily Statement (v14)
