Version 14 of the EPA Supplemental Guide has been published and includes final guidance for filing the required information for hydrofluorocarbons (HFCs). This version is available at:

The American Innovation and Manufacturing Act provides EPA with the authority to oversee the production and consumption of hydrofluorocarbons, which are highly potent greenhouse gases. In accordance with 40 CFR 84.31(c)(7), EPA requires that the information be electronically filed (through ACE) by the importer of record (or the authorized agent filing on its behalf) prior to the date of importation.
CBP and EPA plan to have the HFC requirements available for testing in the ACE Certification environment in early December 2023 and to deploy to Production for required HFC filing in early January 2024. A future CSMS will be sent to confirm the actual dates.
