CSMS # 56304087 - HA Query incorrectly returning NOT ON FILE OR EXPIRED

CBP is aware that the ACE ABI application HA is incorrectly returning NOT ON FILE OR EXPIRED message when the query is for full 8 digit HTS numbers.

A workaround to find the HTS information is to query a partial HTS# (i.e., 6 digits).

This issue is causing some filers to receive rejects for EST DUTY/CALC'D DUTY MISMATCH. If this happens, filers should verify the correct duty rates are being transmitted.

This issue is being addressed as emergency fix tomorrow morning.
