QB 23-128 is an update to the July 2016 QB 16-128. This update provides clarity on; ACE Entry acceptance messages vs Quota acceptance messages; Quota Opening moment timing; Transfer Allotment request timing; that PSC’s are not permissible to change an entry type from non-quota to quota; and that quota cannot be added to an entry after the quota period has closed. Questions regarding this message, should be referred to Headquarters Quota and Agriculture Branch at HQQUOTA@cbp.dhs.gov.
