CSMS #51003279 - The Consumer Product Safety Commission Status Notification (SO) Messaging Update

The Consumer Product Safety Commission (CPSC) is modifying the timing for notification of May Proceed messages through the system. The 5 minutes after arrival review time was not firing as often as planned. This should result in improved times seen for some brokers and for 5-10% of CPSC reviews.
