Cargo Systems Messaging Service
CSMS #50653665 - Food and Drug Administration (FDA) Systems Scheduled Maintenance, Saturday, January 8, 2022, 9:00PM ET to Sunday, January 9, 2022, 6:00AM ET - REVISED
Due to scheduled FDA downstream system maintenance the interface between the U.S. Food and Drug Administration and U.S. Customs and Border Protection will be down during the following period*:
Start: Saturday, January 8, 2022, 9:00PM ET
End: Sunday, January 9, 2022, 6:00AM ET
*Revised, moving up one hour, to align with the CBP deployment window.
Filers should plan accordingly during this time:
- FDA will not process any inbound entries or outbound messages.
- Status messages generated during this window will be queued and sent to CBP when the interface is restored.
- Inbound entries will be processed when the interface is restored.
- If there are delayed responses, do not resubmit entries as this will increase the processing time to catch up when the interface is restored.
Prior Notice impact during this time:
- Prior Notices can be submitted via the Prior Notice System Interface (PNSI) during the outage window.
- The prior notice confirmation number must accompany the article of food and must be provided to CBP or FDA upon arrival (21 CFR 1.279(g)). In addition, FDA and CBP recommend that the PNSI confirmation page, including the prior notice confirmation number and time stamp, be provided to CBP officers for cargo release. If the PNSI confirmation page is not provided, it may delay cargo release.
- If prior notice was not submitted in advance of the outage, ABI filers may decide to wait out the ACE/OASIS interface downtime if the timeliness of prior notice will not be affected. Filers who choose this option remain responsible for filing timely prior notice under section 801(m) of the Act and under the prior notice final rule.
- There may be a delay in review of Prior Notices. This delay may lead to Prior Notices being reviewed beyond expected timeframes (Truck/Land: 2 hours, Rail/Air: 4 hours, Sea: 8 hours). File your Prior Notices early to mitigate the impact of the delay.
- Do not resubmit entries as this will cause additional delays
For additional details, see Prior Notice Contingency Scenario 1.
