The EDI implementation guide (IG) changes needed for ACE Import Ocean Manifest House Bill Release functionality have now been posted in Draft mode to https://www.cbp.gov/trade/automated/technical/ace-import-manifest-documentation . The Updated drafts include the following Chapters:
- CAMIR Manifest with Security Filing (MI/AI)
- CAMIR Manifest Download (DC)
- CAMIR Departure Arrival (HI)
- CAMIR Supplemental/Subsequent In-bond (II)
- TS-309 Ocean Manifest with Security Filing
- TS-309 Automated Manifest Download
- TS-353 Events Advisory
- TS-357 Supplemental/Subsequent In-bond
- CATAIR Broker Download (BD)
- CATAIR In-Bond (QP/WP)
These IGs are located under a new heading “Ocean House Bill Release - Draft Chapters:” at the bottom of the Ocean tab. The two CATAIR IGs are also posted to the “Draft Chapters: Future Capabilities” tab at the CATAIR link: https://www.cbp.gov/trade/ace/catair
Each implementation guide contains a detailed Change Log, but here is a summary:
- Updates to clarify current production environment behavior
New Bill of Lading types
- ANSI X.12: Added new type 45 (House In-bond); 46 (House bill with ISF and House In-bond); and ability to identify a BOL as a Section 321 Release bill type 13, 14, 21 or 22.
- CAMIR: Added new codes 3 and 7 for the ability to identify a bill for Section 321 Release. Added new code V for House bill with ISF and House In-bond.
- For the new Section 321 Release bill types, shipment value is required and cannot exceed the de minimis value threshold.
In-bond
- Ability to specify house bill number on in-bonds for house bill level in-bonds in the ocean environment
- Master bill level in-bond quantity shall be full bill quantity.
- House bill level in-bond quantity can be full bill quantity or partial bill quantity.
- Ability to specify a Second Notify Party FIRMS facility code that is non-automated, in addition to one that is automated (EDI-capable).
Permit to Transfer (PTT)
- New PTT Arrival and PTT Cancel Arrival event types
- FIRMS code is required for all PTT events
