CSMS #49558927 - Updated Cargo Release Production and Draft CATAIR documents

The updated Cargo Release CATAIR chapter for current capabilities and the Draft for future capabilities are now available on cbp.gov. The updates include a correction in note 1 of the SE20 record to the Reference Identifier format for the CES Reference Identifier Qualifier code.
