CSMS #48923327 - Steel/Aluminum license validation causing Type 06 entries to reject
Department of Commerce (DOC) regulations eCFR :: 19 CFR Part 361 -- Aluminum Import Monitoring and Analysis System (federalregister.gov) require that the License/Permit Code (LPC)=01 Steel license or the LPC=28 Aluminum license be included on the admission into the Foreign Trade Zone (FTZ), and not on the withdrawal entry summary from the FTZ.
Per direction from DOC, CBP has removed the requirement for a license number on a Type 06 entry from an FTZ into the U.S. Customs territory.
Effective July 27, 2021, this change will no longer allow a LPC=01 Steel license or a LPC=28 Aluminum license on any EDI filing or online UI change when an entry summary is type 06. Previous to this change, a steel/aluminum license would not have been strictly required, if present, however, it would have been tolerated.
Because of this change, there may be some existing 06 entry summaries with steel/aluminum licenses that if changed by the Trade (via PSC), ACE will no longer allow the license. However, if any of these 06 entry summaries are subject to a change made by CBP, then any existing steel/aluminum license will need to be removed.
