CSMS #47994889 - Updated CATAIR Duty Deferral Create/Update Under Chapters Tab to Include FTZ

The CATAIR Duty Deferral Create/Update has been updated to include Foreign Trade Zone (FTZ) information. The update includes formatting instructions for the Import FTZ Number field. The existing 5- and 7- character length formats are still supported until further notice.
