CSMS #46951901 - CBP is removing extra leading spaces that appear in the narrative text in the PGA errors sent to trade.

CBP is deploying code to remove three extra leading spaces in the narrative text that currently appear in the PGA errors sent to trade.

The PGA Narrative Message Text should begin in position 10, per the SE90 record spec, and not in position 13, as happens today. This will allow the full error text to be accommodated in the record.

This code is expected in CERT on April 15 and in PROD on May 15.
