CSMS #46389921 - The draft PGA Message Set CATAIR document has been updated

The draft PGA Message Set CATAIR document has been updated. In the PG06 record, in the description for the Country Code data element, the Lacey Act text was updated: changed ** to XO; changed '10' to '5'.

The PGA message set changes noted in the change log on 2/18 and 1/4 are now in CERT and are expected in Production on 3/20.
