CSMS #43661996 - USDA AMS CSMS Message – Informed Compliance 9/2/2020

CSMS 42892412 stated that on September 2, 2020, all USDA Agricultural Marketing Services (AMS) AM3 and AM4 Harmonized Tariff Schedule (HTS) flags will require electronic filing. HTS flags AM3 and AM4 are specific to AMS Marketing Orders (MO). The HTS numbers that are currently flagged as AM3 (Data May be Required) will be changed to AM4 (Data is Required), and a future CSMS will outline these changes.

This notice is to inform the trade community that AMS will begin a phased in enforcement period on September 2nd, which will continue to generate an Automatic Broker Interface (ABI) warning message (PGA DATA MSNG FOR HTS = NO ACTION REQD). These warning messages will generate within the interim period, until further notice, after which ACE will then generate full rejection messages. Changes to the AMS Implementation Guide are pending.
