CSMS #39281634 - USDA APHIS Lacey error code update

For APHIS Lacey, there will be new error codes associated to Lacey rules, for the updated 3.2 IG.

Below are the rules and associated error codes. These will be available, per the following schedule:

CERT: August 20, 2019

PROD: September 14, 2019

-If both PG04 and PG29 are present, then the PG04 must neither have quantity at 57-68 not UOM at 69-73

NEW ERROR:

PGC - INVALID QUANT OR UOM PER PGA

- If both PG04 and PG29 are present, then the PG29 record must have the Quantity of Constituent Element [Commodity Gross Quantity (Individual Unit - gross)] at 53-64 and the Quantity must be greater than zero.

NEW ERROR:

PFM - MSNG OR NVLD NDVDL UNIT GROS QTY PER PGA

- If both PG04 and PG29 are present, then the PG29 record must have the UOM at 50-52 and must be a valid value for Lacey

NEW ERROR:

PFX - MISSING OR INVALID UOM PER PGA
