The draft chapter of the Cargo Release CATAIR with the new Entry Type 86 (Section 321) is now posted on CBP.gov under the "Chapters: Drafts for Future Capabilities" tab at the following location: https://www.cbp.gov/trade/ace/catair
The Entry Type 86 (Section 321) CATAIR will be available for testing in the CERTIFICATION environment starting in June 2019.
