Trade Policy Updates

Tranche One of the 2019 Specialty and Refined Sugar openings occurred on Monday, October 1, 2018 and oversubscribed at opening moment. Importers who submitted their entry summaries in a timely manner and in proper form [in accordance with 19 CFR 132], may receive prorated amount once the quota proration percentages have been calculated.



Per CBP policy, the Office of Trade (OT), Quota and Agriculture Branch has up to 72 hours after opening moment to resolve any pending quota issues. A Quota Bulletin will then be issued providing the opening results and prorata percentage.



Shipments for the October 1, 2018 opening should be held intact until the prorated amount is provided by CBP. Merchandise removed from warehouse or Customs custody in excess of the prorated amount, will be subject to the high-rate of duty, with potential fines and penalties per [19 CFR 132.14 ii (B)].
