CBP has seen an increase in Error 691 - “LIC/CERT/PERM NUMBER UNKNOWN” and we are reviewing the transmissions. Programming was recently implemented to validate the “License Number/ Certificate Number/Permit Number” field in position 5-14 of the 52 record in the ACE Entry Summary Transmission. If this error is received, please confirm the data transmitted is properly formatted and referencing correct license/permit/certificate. There will be a follow up CSMS when we have more information.
