Please be advised that there will be an ACE PRODUCTION Entry Summary deployment on Thursday morning, October 26, 2017, during the 0500 - 0700 ET window, which will impact ACE Cargo Release and ACE Entry Summary processing.

To be deployed:

• CES-7909: Revise AD-CVD Value Calculation for Repairs, Alterations.

Currently, if an importer does not provide an AD/CVD Value of Goods Amount (in the AE filing), the value used in the AD/CVD ad valorem duty computation is the line's 'Total Article Value' (i.e., sum of the Value of Goods Amount from each Tariff/Value/Quantity Detail for the ES line).

The Office of Trade, however, has determined that for articles declared as 'repairs or alterations' (i.e., lines that specify HTS 9802.00.40 or 9802.00.50), the 'repair' portion of the value is not subject to AD/CVD.

The 'Determination of Ad Valorem Rate Duty' computation has been changed to use the sum of the Value of Goods Amount(s) of those HTS Numbers other than the 9802.00.40 or 9802.00.50 (i.e., the value associated with the 98 number is NOT to be included in the computation).
