Harmonized System Update (HSU) 1704 was created on June 28, 2017 and contains 2,564 ABI records and 463 harmonized tariff records.



Modifications include those mandated by the 484 F Committee, the Committee for Statistical Annotation of

Tariff Schedules. These changes are effective on July 1, 2017.



Adjustments were made to several Participating Government Agency (PGA) indicators as well.



In addition, staged rate duty reductions as a result of Presidential Proclamation 9466, To Implement the World Trade Organization Declaration on the Expansion of Trade in Information Technology Products and For

Other Purposes are incorporated. The Proclamation can be accessed using the link below…

As of this morning, the latest GSP proclamation has not been signed. We are expecting the proclamation to have a July 1st effective date as well, but due to recent differences between the draft documentation and the final legislation, we are unable to make the necessary modifications until the proclamation is

official. Once it has been signed, we will begin updating the system. When the changes have been

completed another HTS update will be created and the associated CSMS message will be posted.





Modifications required by the verification of the 2017 Harmonized Tariff Schedule (HTS) are included also.





The modified records are currently available to all ABI participants and can be retrieved electronically

via the procedures indicated in the CATAIR. For further information about this process, please contact
