Update to CSMS# 16-000659:
It has been determined that the generation of two "1C" messages when a broker update has been performed is not only related to the Ocean environment, but also Air and Rail as well. Some updates have been made to minimize the impact while continuing to work on the code. Lastly, the effort has started in cleaning up previous over-posted bills.
Additional message will be sent when fix is completed.

CBP is aware of a condition in which a bill of lading update is performed and the system is sending 2 "1C" notifications to the Ocean carrier. An emergency fix will be made to PROD as soon as possible and corrections will be made to the bills that received the over posting. You will be advised when the emergency fix is made.
