The State Department Office of Marine Conservation (OMC) has posted the OMC Implementation Guide to cbp.gov at the link below:

The OMC IG is currently available in CERT and PROD for trade testing.
Pilot Participation:
OMC is planning to start the OMC pilot in late July 2016. For information on “How to Participate” in the OMC pilot please contact Joseph Fette at fetteja@state.gov
