The CBP Form 3461: Entry/Immediate Delivery is the paper entry document that accompanies Non-ABI (full paper) entries when they are submitted to CBP. The current version of the form is not compatible with ACE Cargo Release data elements so CBP has provided an updated version of the form referred to as the “ACE version,” to align with these ACE data elements. CBP will notify the trade community when non-ABI entries are processed in ACE, and at such time non-ABI entries presented to CBP shall be submitted on the new ACE version CBP Form 3461. At that time, the current version will no longer be used for non-ABI submission. The new ACE version form OR a user generated document on plain paper with cargo release data organized in the same way must be used when a 3461 is required by CBP for cargo examinations or for filer downtime data requests, if the entry was filed in ACE.
