The purpose of the message is to provide the trade community with an update to the reporting

requirement of the Ultimate Consignee identification number on informal ACE entry summaries. The Ultimate Consignee on informal ACE entry summaries, i.e., entries valued at $2,500 or less must be identified with the Ultimate Consignee’s identification number. The appropriate identification number for the Ultimate Consignee is the Internal Revenue Service Employer Identification Number, Social Security Number, or CBP-assigned number. The number must be a valid identification number filed with U.S. Customs and Border Protection (CBP) via the CBP Form 5106 or its electronic equivalent.



The Ultimate Consignee's identification number may be reported as all zeroes (e.g., 00-0000000) on informal ACE entry summaries. Currently, ACE entry summary does not have the ability or fields to allow for reporting of the Ultimate Consignee's name and address. There are no changes to reporting requirements for the Ultimate Consignee's identification on informal entries processed in the Automated Commercial System.



This will serve as interim guidance until policy can be created for reporting of the Ultimate Consignee's identification number on informal ACE entry summaries.
