Delegation Order, Number 14-004, effective on September 11, 2014, delegates all authorities provided for in Title 19, Code of Federal Regulations that are vested in Port Directors, to the Directors, Centers of Excellence & Expertise (Center Directors). The Delegation Order does not remove any authority from the Port Directors but serves to share trade authority until full regulatory changes are completed.
As of June 29, 2015 the Pharmaceuticals, Health & Chemicals (PHC) Centers of Excellence and Expertise assumed trade authority for post-release documentation involving HTSUS Headings 2801-3302, 3402-3405, 3407-3604, 3606-3817, 3819-3825, 4014, 9018-9019, 9021-9022 and 9402 filed at ports nationwide.
CSMS issuance #15-000064, CSMS issuance #15-000195, and CSMS issuance #15-000390
provided team numbers corresponding to specific ports of entry for workload handled by PHC Center employees.
