CHANGE IN FORMAT TO BE IMPLEMENTED 8/19/2015.



This message is for filers of Mexican sugar export licenses.



CBP recently announced that is standardizing formats for email transmissions to the Document Image System (DIS). See CSMS message 15-000522 issued on August 6, 2015.



As a result of this change, the email format to transmit Mexican sugar export licenses is also changing, effective August 19, 2015.



Below is the updated format to be used for the email transmission of Mexican sugar export licenses, beginning August 19, 2015. This format must be STRICTLY followed; otherwise, the DIS system will not accept the submission, and CBP will not be able to identify the submission in the DIS system.



1. Procedure to submit an image of the Mexican sugar export license.



The format for documents submitted via EMAIL to DIS for the Mexican sugar license is as follows:



Address line must always be: docs@cbp.dhs.gov



Email Subject Line must always be:



CAT=GEN; ENTRY_NBR=12345678; FILER_CD=A01; ACTION=ADD

NOTE:

1. Include the check digit in the entry number;

2. DO NOT place a “-“ (dash) between the entry number and the check digit;

3. DO NOT repeat the filer code in the entry number



Email Attachment Title must always be: ECO01-MX Sugar License.pdf



NOTE:

1. The file name must begin with “ECO01-“

2. Do not leave a space between the “-“ (dash) in ECO01- and the file name.

3. The name of the file must always be “MX Sugar License”

NOTE: File Size Limitations:



• The total email size including all attachments may not exceed 10MB.

• For larger documents please breakup into multiple documents and submit multiple emails for the same Entry (i.e. same email subject line).

• Photos should be any open internet format (jpeg, gif, png).

• Documents should be in the format of pdf, doc, xls (we do not accept TIF and TIFF).



Auto-response the email Sender will receive:



“U.S. Customs & Border Protection (CBP) has received your e-mail to the Document Imaging System (DIS) Mailbox for Document Submissions. This auto-reply serves as a confirmation of receipt of your email only. It does not indicate acceptance or correctness of the submitted data or documents. Filers are to keep this e-mail to facilitate audit and tracking of submitted data and documents. Please report any issues to CBP if you do not receive this auto-response for every email submission to the DIS mailbox.”



Condition of Release:



CAUTION: Importers are required to submit the Mexican Sugar Export License as a condition of entry for consumption entries for imports of sugar from Mexico. Any entry released without the export license having been successfully submitted to CBP via email to the Digital Imaging System (DIS) are subject to redelivery. Failure to redeliver shipments of sugar from Mexico at the request of U.S. Customs and Border Protection (CBP) may result in the imposition of liquidated damages.

This CSMS message supersedes the previous email format instructions for Mexican sugar export licenses issued in CSMS messages 15-000065 and 15-000251.
