CP3 Supports Equity for the LGBTQI+ Community
CP3 is focused on preventing acts of targeted violence, including hate crimes and terrorism directed at members of the LGBTQI+ community. Since the beginning of fiscal year 2023 to date, CP3 has participated in approximately 50 engagements that bolster the LGTBQI+ community’s goals for a safer, more inclusive community. A CP3 deputy director presented at a webinar ahead of Pride Month to speak about the resources CP3 provides to the LGBTQI+ Community. The White House invited relevant agency partners from Cybersecurity and Infrastructure Security Agency, Office of Partnership and Engagement, and CP3 to discuss resources available to the LGBTQI+ Community.
CP3 Celebrates Juneteenth as a Significant Day in Our History
While Juneteenth becoming a federal holiday is a momentous step for our Nation, we still have more work to do. The impacts of slavery are still experienced across our country today, including through disparate access to healthcare, quality education, and economic opportunity. Further, Black Americans remain the most frequently targeted community by perpetrators of hate crime, and racially and ethnically-motivated violent extremism remains the most significant terrorist threat to the Homeland. CP3 remains dedicated to preventing targeted violence, including premeditated hate crime, terrorism and grievance-based violence. One way that CP3 champions this work is by partnering with affected communities and supporting their work through financial and technical assistance. CP3 is proud to count three HBCUs among its current grantees — Southern University, Alcorn State, and Hampton University. We thank each of them and all other grantees and partners for their dedication to targeted violence and terrorism prevention and their efforts to ensure a safer America for all people.

TVTP Grantee One World Strong Showcases Pipeline from Idea to Action to Grant
CP3 TVTP Grant Program recipient One World Strong used its funding to create the One World Online Resilience Center, which serves as a one-stop shop for local terrorism prevention and victim services. However, One World Strong founder Dave Fortier never anticipated getting into this line of work. A survivor of the Boston Marathon bombing in 2013, Fortier quickly realized that the theme of “people helping people” would run through his life for a long time.

Northern Virginia Regional Intelligence Center named Fusion Center of the Year
CP3 grantee Northern Virginia Regional Intelligence Center (NVRIC) received the Fusion Center of the Year award from the National Fusion Center Association. The award recognizes NVRIC for a collaborative approach to violence prevention through its threat assessment and management initiative. Jointly operated by the Fairfax County Police Department, Virginia State Police, and other local, state, and federal agencies, the NVRIC collaboration brings together resources, expertise, and information to bolster safety in communities across northern Virginia.
Keeping Georgia Communities Safe through Targeted Violence Prevention Webinar Series
In April, CP3 hosted the “Keeping Georgia Communities Safe through Targeted Violence Prevention” webinar for public safety professionals, prevention providers, and community members across the state. Presenters from Georgia Emergency Management Agency, the FBI, the U.S. Attorney’s Office, and the DHS Office of Intelligence and Analysis covered current threats, efforts to increase threat assessment teams, building targeted violence prevention awareness in communities and the capacity of prevention providers, and available resources including the Targeted Violence and Terrorism Prevention grant program. These webinars will continue through 2024-2025 in states throughout the Southeast.
Professionalizing Law Enforcement and Community Engagement Training Conference Panel Discussion
CP3 partnered with the DHS Office of Partnership and Engagement to host a panel discussion at the Professionalizing Law Enforcement and Community Engagement Training Conference on May 2. CP3 discussed resources for communities and law enforcement including the TVTP Grant Program, Prevention Resources, and technical assistance available through Regional Prevention Coordinators. The purpose of the conference was to professionalize the emerging community engagement sector of policing by instituting an annual specialized training, networking, and professional development conference for sworn and non-sworn personnel assigned to community engagement roles within law enforcement agencies across the nation.
DHS and Wood County, Ohio, Behavioral Intervention Program Undergoing Evaluations, Will Lead to Greater Capacity Building
In our last edition, we discussed the establishment of a county-wide, multidisciplinary Behavioral Intervention Program (BIP) in Wood County, in partnership with CP3. The BIP is a proactive approach to identify concerning behavior, assess, and manage students’ well-being, and protect civil rights before an individual commits an act of violence. The BIP is undergoing three independent evaluations to help develop local, state, and national capacity to understand best practices and challenges in the behavioral threat assessment and management (BTAM) process. The results of these evaluations will be shared to support state and local development of multidisciplinary BTAM teams in school districts, law enforcement agencies, mental health organizations, and other community organizations across the country. Additionally, this program and the evaluations will help CP3 advance its mission to address the spectrum of prevention across the social ecological model, which explores the range of factors (individual, relationship, community, and societal) that put people at risk for violence.

Combatting Hate and Extremism in our Communities with Bill Braniff
In this episode, the host talks with Bill Braniff, Director of the Center for Prevention Programs and Partnerships at the U.S. Department of Homeland Security, about growing hate and extremism in America’s cities. They discuss how local leaders can partner with the federal government to put an end to this trend — using innovative strategies to both respond to violent and hate-fueled incidents and to prevent them from ever happening in the first place. Foundations of Targeted Violence Prevention
The Department of Homeland Security Office of Intelligence and Analysis National Threat Evaluation and Reporting Office has partnered with the Wisconsin Department of Justice and the Wisconsin Department of Public Instruction to release an eLearning module to educate the public on threatening or potentially concerning behaviors and where to report them titled Foundations of Targeted Violence Prevention.
Audience: Federal, State, Local, Tribal, Territorial, and Private Sector Homeland Security Partners and Community Members.

CP3 Director Speaks About Public Health-Informed Approach to Targeted Violence and Terrorism at Montreal Conference
The Director of CP3 and staff joined a global community of governments, civil society organizations, and local prevention practitioners in Montreal during the Canada Centre 2024 Conference on Countering Radicalization to Violence in May. The conference, also known as “MegaWeek” because of the depth and diversity of topics and participants, brought together over 400 attendees from 15 countries.
While there, the CP3 Director provided the U.S. government’s perspective on the efficacy of the public health-informed approach to targeted violence and terrorism prevention (TVTP). They discussed a range of topics including research and evaluation methods; identifying needs for future harm reduction in media reporting on extremist violence; promising primary, secondary, and tertiary interventions; the role of youth in TVTP; engaging new fields into the work of TVTP; the role of cities in prevention; and strengthening peer mentorship and multidisciplinary networks to address prevention needs. The CP3 team was grateful to attend the conference, which served as an efficient way to engage with prevention stakeholders, learn about progress over the last year, and share successes and upcoming plans.
County Violence Prevention Efforts Featured at First UToledo Healthcare Symposium
The University of Toledo hosted a multidisciplinary conference in April that brought together healthcare professionals and community leaders to advance the health and well-being of their communities. The university invited CP3 to attend as a result of its prevention work to protect communities from targeted violence and terrorism in Ohio. The first UToledo Healthcare Symposium discussed topics including community challenges, preventing violence, promoting health equity, increasing healthcare access, the effects of technology, and social determinants of health.
CP3 Earns CDC Kudos for Violence Prevention Presentation
The 2024 Preparedness Summit hosted almost 3,000 participants in public health, healthcare, and emergency management to collaborate within the conference’s theme: Aligning to Address Cascading Challenges.
At the Summit, a CP3 Regional Prevention Coordinator presented during the session titled “Preventing Targeted Violence and Terrorism Through Community Partnerships.” CP3 discussed the importance of multidisciplinary knowledge in a public health-informed approach to violence prevention, encouraging individuals and organizations to get involved. Participants also learned about the DHS funding opportunities available to help implement prevention programs in communities across the U.S. CP3’s informational presentation earned praise (and a high-five) from a director at the CDC.
CP3 Grants: Empowering Faith Leaders in Violence Prevention
The African American Faith Leaders Summit took place on March 21, hosted by Senator Kirsten Gillibrand. Over 100 faith leaders congregated to discuss pressing issues affecting their communities, like gun violence and public safety.
The CP3 Associate Director of Grants and Innovation presented at the Summit’s Grants 101 panel. Sharing the CP3 mission, the presentation highlighted the Targeted Violence and Terrorism Prevention Grants Program and the Nonprofit Security Grant Program. CP3 emphasized the importance of investing in prevention and discussed funding opportunities for community initiatives.
