A Letter from Leadership
I am excited about the progress we are making as a community to increase the size of the targeted violence community of practice, to operationalize the Targeted Violence and Terrorism Prevention (TVTP) strategies and policies guiding the work, and to expand successful programs in communities around the nation. In this edition of Prevention Connection we are happy to share three examples with you, highlighting that students from 18 universities and 24 high schools convened at Invent2Prevent to present projects designed to prevent targeted violence and terrorism; the state of Hawai’i released its 2024 Targeted Violence Prevention (TVP) Strategy Implementation Plan; and the Palm Beach Sheriff’s Office applied TVTP Grant funding to expand their threat assessment strategy.
In addition to highlighting our partners, I’m excited to share information about the work we’re doing here at CP3. Our Research and Content Delivery Team just released a new prevention resource to share techniques and coping skills to help community members, therapists, educators, and faith leaders reduce harm from exposure to violent visual content after an act of targeted violence. Upon receiving our budget from Congress, our Grants and Innovation team has worked with our partners at FEMA to release the FY24 TVTP Grant Program Notice of Funding Opportunity. To obligate the funds before the end of the government’s fiscal year, the deadline for proposals is fast approaching on Friday, May 17. And finally, we are looking forward to hosting the Law Enforcement community for the next Prevention Forum hosted by our Strategic Engagement and Policy Implementation team.

State of Hawai’i Office of Homeland Security Publishes a New Targeted Violence Prevention Plan
The State of Hawai’i Office of Homeland Security (HIOHS) released its 2024 Targeted Violence Prevention (TVP) Strategy Implementation Plan in February, the first publicly available one of its kind nationwide. As highlighted by the Administrator for the State Office of Homeland Security, the plan was “designed to be a dynamic and comprehensive framework that supports the resilience, security, and continuity of TVP initiatives across all societal levels addressing the constantly changing threats and challenges we face. By adopting both a public health and a whole-community approach, the plan aims to mitigate violence within our state.” Read More...
Winners Announced in CP3’s Invent2Prevent Student Program, Bring Fresh Ideas to Targeted Violence and Terrorism Prevention
On January 24, 2024, in Washington, D.C., student teams representing 18 universities and 24 high schools came together to compete in the final chapter of the Fall 2023 Invent2Prevent (I2P) program, sponsored by CP3. The I2P program challenges students to investigate and identify potential risk factors that may lead to violence and develop initiatives that advocate for connectedness and inclusivity within their communities. How the Palm Beach Sheriff’s Office is Using Co-Responder Teams to Address Targeted Violence Threats
As a FY21 and FY23 TVTP Grant Program recipient, the Palm Beach Sheriff’s Office (PBSO) is using its funding to deploy a co-responder model to address local threats.
PBSO uses grant funding to prevent school and community violence in Palm Beach County by expanding its threat assessment strategy, providing targeted bystander training, fortifying referral services, and incorporating community education.
PBSO hosted its second annual Palm Beach County Threat Management Team Conference on April 8-9, 2024. It focused on lessons learned from mass casualty events, building and sustaining threat management teams, enhancing threat assessment skills, developing partnerships, and resource building. Opportunities Available to Current and Potential TVTP Program Grantees
CP3 hosted its second annual Targeted Violence and Terrorism Prevention (TVTP) Grantee Symposium on February 1-2. The symposium brought together more than 300 people, representing 113 grantee and partner organizations along with nine DHS offices and government agencies. The symposium provided a venue for grantees to cultivate new partnerships, share the impact of their work, and build connections for future collaboration.
The symposium coincided with the release of the Fiscal Year 2024 TVTP Grant Application Guidance. This document gives potential applicants specific information needed to begin to prepare an application prior to the release of the formal Notice of Funding Opportunity in April. The deadline for 2024 TVTP Grant Program applications is May 17th. This year, a new process is in place that requires applicants to submit their applications through FEMA Go. Local Threat Assessment Specialist Provides Free Presentation on Awareness
South Berkeley local community members were welcomed to South Berkeley Volunteer Fire Company for a threat assessment presentation on how members of the public can look for and report potential threats of violence. Preventing Targeted Violence in Your Community: Law Enforcement’s Role in Prevention
CP3 has introduced a new virtual series called “Prevention Forums.” These webinars will showcase how targeted violence and terrorism prevention are preventable by highlighting prevention successes and best practices. Audience members will gain an understanding of how they can play a role in targeted violence and terrorism prevention in their communities.
Registration is open for our upcoming Prevention Forum, Preventing Targeted Violence in Your Community: Law Enforcement’s Role in Prevention, being held May 9th from 1:00 PM - 2:00 PM ET.
This Forum will discuss how law enforcement, including police officers, co-responder teams, social workers, and other public safety professionals can help to create a culture of prevention.
