A Note from Montana's State Director,
It's hard to believe that it's already been two months since I accepted the appointment as USDA Rural Development Montana State Director. I’m so proud of the great work our dedicated Business and Cooperative, Community Facilities, Water and Environmental, and Single Family Housing program teams complete every day to help Montana's rural communities, businesses, and residents thrive.
Late last month we announced $3 million in Value-Added Producer Grants (VAPG) for our fiscal year 2021 funding cycle. I had the privilege of meeting with Jake Teselle, the owner of Crooked Yard Hops outside Bozeman, to discuss how his almost $40,000 VAPG award will assist with the marketing, processing, packaging, and distributing of their products. I am also excited that Roam Free Ranch, in Hot Springs, used their 2020 VAPG award to expand operations and capacity so they could launch their Roam Free Bison Chili and Bison Steak Tips and Vegetables into Northwest area Costco stores. That includes all Montana locations! Keep reading to see their story.
I’ve had the honor of being the dinner speaker at annual meetings of both the Montana Council of Cooperatives, and the Montana Farmer's Union, and I appreciate the honor of those invitations. A common topic there and beyond continues to be supply chain issues for Montana's agricultural producers and consumers. I'm excited to be joining Rural Development at a time when new initiatives, such as the Food Supply Guaranteed Loan Program, are opening up nearly $1 billion in nationwide funding, through multiple programs, to expand meat and poultry processing capacity. More information on those programs is below and at usda.gov/meat.
Lastly, we just announced funding for four key Community Facilities projects, which resulted in:
- A $36,000 loan for safety and response gear and equipment for ten volunteer firefighters at the Plains-Paradise Rural Fire Department in Sanders County. This will improve firefighter safety as well as provide better care for the community;
- A $13,400 grant to fund safety gear and equipment, and car and body cameras for the Wheatland County Sheriff’s Department. Based out of Harlowton, the department covers both Wheatland and Golden Valley Counties;
- A $61,000 grant to help pay for public safety data management software and equipment for the City of Hardin Police Department. These office upgrades will improve the ability of the department to map and analyze reports, and better serve the community; and
- A $15,000 grant to Kid Country Day Care in Twin Bridges to invest in facilities and operational improvements to better serve children and families in Twin Bridges and surrounding Madison County communities.
As we look forward, there are a few upcoming deadlines for loan and grant cycles that you won't want to miss! And, there are a number of other great opportunities and offerings. Here are a few:
- USDA is inviting applications for our ReConnect program, which will assist rural communities throughout Montana to expand the availability of broadband. The current funding cycle includes up to $1.15 billion in loans and grants, and of that, $350 Million in grants has been allocated to specifically help Tribal and Socially Vulnerable Communities. The application period closes March 9, 2022.
- USDA is also inviting applications for technical assistance grants to help organizations apply for funding to develop decent, safe, affordable and equitable housing for year-round and migrant or seasonal domestic farmworkers through the Off-Farm Labor Housing Technical Assistance Grant program. Electronic applications must be submitted by 3:00 p.m. (MST) on March 21, 2022. For additional information on how to apply, see page 3071 of the Jan. 20, 2022, Federal Register or Grants.gov.
- The application period for the Rural Community Development Initiative program is now open. Electronic applications will be accepted via Grants.gov and must be submitted by 9:59 p.m. (MST) on April 19, 2022. The deadline for paper applications is 4 p.m. local time, April 25, 2022.

VALUE-ADDED PRODUCER GRANT SUCCESS STORY
Roam Free Ranch is a 16,000 acre grass-fed bison ranch in Hot Springs, Montana. In 2020, Roam Free Ranch utilized a USDA Rural Development Value Added Producer Grant to secure funding to help scale production capacity and expand their markets. With the help of this award, Brittany and Jon are realizing their dreams and have grown their initial 240-acre investment into a thriving business with multiple employees that is supplying America with Montana-raised bison products. FOOD SUPPLY CHAIN GUARANTEED LOAN PROGRAM
The Food Supply Chain Guaranteed Loan Program guarantees loans of up to $40 million for qualified lenders to finance food systems projects, specifically for the start-up or expansion of activities in the middle of the food supply chain. Click on the image above to learn more about this initiative.
APPLICATION PERIOD OPEN:
This program is designed to provide technical assistance and training for small rural businesses. Small means that the business has fewer than 50 new workers and less than $1 million in gross revenue. Applications for grant funding, including all set-aside funds, must be submitted to the Bozeman State Office 4:30 p.m. MST on Feb. 28, 2022. In Fiscal Year 2022, USDA anticipates that part of the funding will be set aside for federally recognized Native American tribes, Rural Empowerment Zone/Enterprise Communities/Rural Economic Area Partnerships, projects located in Persistent Poverty areas, including those of Native Americans, and for Strategic Economic and Community Development (SECD) projects.
Who may apply for this program?
Rural public entities including, but not limited to:
- Towns
- Communities
- State agencies
- Authorities
- Nonprofit corporations
- Institutions of higher education
- Federally-recognized tribes
- Rural cooperatives (if organized as a private nonprofit corporation)
What is an eligible area?
Rural Business Development Grant money must be used for projects that benefit rural areas or towns outside the urbanized periphery of any city with a population of 50,000 or more. Check eligible areas.
What kind of funding is available?
There is no maximum grant amount; however, smaller requests are given higher priority. There is no cost sharing requirement. Opportunity grants are limited to up to 10 percent of the total Rural Business Development Grant annual funding.

RCDI grants are awarded to help non-profit housing and community development organizations, low-income rural communities and federally recognized tribes support housing, community facilities and community and economic development projects in rural areas.
Who may apply for this program?
- Public bodies
- Non-profit organizations
- Qualified Private (for-profit) Organizations
What is an eligible area? Rural and rural area--Any area other than (i) a city or town that has a population of greater than 50,000 inhabitants; and (ii) the urbanized area contiguous and adjacent to such city or town.
How may funds be used? To improve housing, community facilities, and community and economic development projects in rural areas.
What kind of funding is available?
- Minimum grant award is $50,000; maximum grant award is $250,000
- Grant funds are limited and are awarded through a competitive process
Are matching funds required?
- Matching fund requirement equal to amount of grant
- In-kind contributions cannot be used as matching funds
- Partnerships with other federal, state, local, private and nonprofit entities are encouraged

We are hiring three USDA Pathways Internship positions, which are designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work in agencies and explore Federal careers while still in school and while getting paid for the work performed. Students who successfully complete the program may be eligible for conversion to a permanent job in the civil service.
