Notice of Changes to Eligible Areas for
USDA Rural Housing Programs

Changes will take effective on June 4, 2018

The U.S. Department of Agriculture (USDA) Rural Development in Oregon has completed its 2017-2018 periodic review of all areas under its jurisdiction to identify areas that no longer qualify as rural for USDA's Rural Housing Programs. Based on the review of areas within the state of Oregon using 2015 American Community Survey data and rural area guidance located in USDA Handbook HB-1-3550, Chapter 5, the rural eligibility designation will change for eight areas.

RURAL ELIGIBILITY DESIGNATION CHANGES IN OREGON

  1. Grants Pass, OR — The population surpassed 35,000.
  2. Damascus, OR — The ineligible areas around the city limits were expanded to include all annexed areas since 1990.
  3. Sherwood, OR — The ineligible areas around the city limits were expanded to include all annexed areas since 1990.
  4. Wilsonville, OR — The ineligible areas around the city limits were expanded to include all annexed areas since 1990.
  5. Central Point, OR — The ineligible areas around the city limits were expanded to include all annexed areas since 1990.
  6. Hayesville, OR – CDP — The ineligible areas around the city limits were expanded to include all annexed areas since 1990.
  7. Four Corners, OR – CDP — The ineligible areas around the city limits were to include all annexed areas since 1990.
  8. Bethany, OR – CDP — The ineligible areas around the city limits were expanded to include all annexed areas since 1990.

Areas that are no longer considered rural or rural in character and that will not be eligible for the USDA Rural Housing Programs can be viewed on Rural Development's eligibility maps by selecting either the "Single Family Housing Guaranteed," "Single Family Housing Direct," or Multi-Family Housing" tab, and then selecting the "Proposed Ineligible Areas" tab.

The changes will become effective on June 4, 2018
