 The USDA-APHIS-PPQ Plants for Planting Manual and the Agricultural Commodity Import Requirements (ACIR) database have been updated. The changes listed below are indicated by black change bars in the left margin of the updated pages.

Chapters 3, 6, and Appendix B
Changes have been made throughout the Plants for Planting Manual to update the authority regarding restrictions to the importation of Solanum lycopersicum (tomato) and Capsicum spp. (pepper) propagative plant material to prevent the introduction of Tomato brown rugose fruit virus (ToBRFV) into the United States.
Federal Order DA-2024-21, dated and effective June 17, 2024, replaces Federal Order DA-2020-12 to amend the restrictions for the importation of tomato and pepper, hosts of ToBRFV, by removing the import requirements for tomato and pepper fruit for consumption from all countries. All requirements restricting the importation of Solanum lycopersicum and Capsicum spp. propagative plant material to prevent the introduction of ToBRFV into the United States listed in Federal Order DA-2020-12 remain unchanged.
Chapters 2 and 3
Language modified in the Notice Box included in the Capsicum spp. Seeds (page 3-89), Solanum lycopersicum Seeds (page 3-191), and Small Lots of Seeds (page 2-35) sections of the manual to clarify that a Small Lots of Seed permit cannot be obtained for Capsicum spp. seeds and/or Solanum lycopersicum seeds due to additional declaration requirements.

Corresponding changes have been made to relevant Commodity Import Requirement (CIR) documents in ACIR and to the following ACIR Reference Documents: Seeds, Plant Specific Restrictions and Regulatory Action Summary.
