The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) invites stakeholders to submit suggestions for fiscal year (FY) 2017 projects to implement Section 10007 Plant Pest and Disease Management and Disaster Prevention Programs (PPDMDPP) of the 2014 Farm Bill. There will be $62.5 million available in FY 2017 with at least $5 million going to the National Clean Plant Network (NCPN). The open period for submitting NCPN project suggestions will be announced separately.

Project suggestions should align with one of the PPDMDPP goal areas:

  • Enhancing plant pest and disease analysis and survey;
  • Targeting domestic inspection activities at vulnerable points in the safeguarding continuum;
  • Enhancing and strengthening pest identification and technology;
  • Safeguarding nursery production;
  • Enhancing mitigation capabilities; and
  • Conducting outreach and education to support these goals.

APHIS will accept suggestions for FY 2017 projects from July 11, 2016, through August 19, 2016.

Detailed submission instructions, including guidance on accessing the Farm Bill Suggestion System (Metastorm) to submit a suggestion, and an explanation of the suggestion evaluation process are available on the APHIS Farm Bill Section 10007 Web site at http://www.aphis.usda.gov/farmbill. The Help Session Webinar schedule is also available on the Web site. The webinars provide information to assist anyone who is planning on submitting a suggestion. Questions about the FY 2017 suggestion submittal and review process should be sent to farmbillsection10007@aphis.usda.gov.

Please note that this open period solicits project suggestions for the PPDMDPP portion of Section 10007; the NCPN portion of Section 10007 will announce a separate open period in the near future.
