Since Wednesday, May 1, 2024, the California and Delaware State Sex Offender Registries have not reported to nsopw.gov. This is a challenge for AmeriCorps’ grantees and sponsors completing the required National Sex Offender Public Website check component for all jurisdictions.
While these outages persist, it is possible to get a completed National Sex Offender Public Website check outside of Truescreen and nsopw.gov. To complete this requirement, conduct a National Sex Offender Public Website check at nsopw.gov and supplement those results by conducting and adjudicating checks at California and Delaware’s individual state sex offender repository websites. Those sites are currently operable. Additional guidance is available in our “Using NSOPW and State Repositories Manual.”
Grantees and sponsors using Truescreen will not be able to adjudicate any checks until all the checks in an order are complete. However, you should still be able to see the results of any completed state checks, even if you ordered the National Sex Offender Public Website check. Document state check adjudication outside of Truescreen and follow the approach described above to have a compliant National Sex Offender Public Website check component.
Grantees and sponsors using the pre-approved Truescreen waiver as described in Appendix A.1 of the NSCHC manual can place the order in Truescreen as they normally would and then follow the approach described above before the individual starts service to have a compliant check component and receive the benefit of the waiver. Truescreen National Sex Offender Public Website checks should be adjudicated once they are able to be fully completed in Truescreen and the repositories of California and Delaware are operable.
Please note that AmeriCorps’ policy will remain consistent on this matter and exemptions will not be granted when state sex offender registries are offline due to routine or administrative maintenance.
All other eligibility requirements according to the National Service Criminal History Check regulations will apply and disallowance will be enforced in accordance with AmeriCorps policy.
