“Prevention on the front end will reduce the volume of funds disbursed using a ‘pay and chase’ model—a problematic and ineffective approach that makes it difficult for agencies to recover improper or fraudulent funds.”
—PRAC Chair Michael E. Horowitz
What we've learned:
Through comprehensive oversight of 500+ pandemic relief programs, we know it’s critical to strengthen government programs with internal controls that balance swiftly providing money and services to recipients while also preventing and deterring fraud, waste, and abuse prior to releasing funds.
Our Blueprint for Enhanced Program Integrity is a resource guide from the oversight community that outlines key elements to designing strong government programs, such as incorporating internal controls and implementing a data-centric approach. The first chapter focuses on best practices for strengthening federal programs.
These include: ✔️ Prepare for the next emergency now
✔️ Design and implement effective programs
✔️ Enhance monitoring and evaluation of impact
The way forward:
It’s critical that agencies provide relief to those in need while preventing and detecting potential improper payments and fraud.
These guidelines for strengthening federal programs are based on lessons learned by the oversight community and can be applied by agencies to both emergency and non-emergency situations.
Check out the Blueprint to learn how agencies can build strong government programs while being good stewards of taxpayer funds.
