This opportunity will be attractive to self-motivated individuals who enjoy defining new business processes, solving business challenges, and engaging with staff across the Census Bureau. This position is located in the recently established Office of Cost Estimation, Analysis, and Assessment under the Office of the Director. The office is responsible for implementing Activity-Based Management across the Census Bureau. The incumbent will support bureau-wide efforts to implement Activity-Based Costing. Their contributions will be integral to the final development of the bureau-wide work activities definitions, i.e., the Survey Life Cycle (SLC) and Mission Enabling Support (MES) component framework. Their responsibilities will include working with cross-directorate teams and senior managers to implement ABC; evaluating and analyzing ABC data and creating data products/reports; presenting ABC data analysis and program recommendations; and developing cost, activity, and resource drivers to assign the total cost of activities to censuses, surveys, and programs.This assignment is for one year, with the option to renew for a second year. Individuals will be assessed on their demonstrated ability to write and run statistical computer software programs; apply statistical techniques for evaluating, analyzing, and reporting statistical or cost data; communicate effectively on complex and technical program information in writing and in person to a variety of audiences; and analyze rules and regulations to develop implementation plans, policies, and procedures. Desired qualifications: General knowledge of Census Bureau census/survey life cycle work activities and Census Bureau budget practices.
