Tips on How to Resolve AES Response Messages
When a shipment is filed to the AES, a system response message is generated and indicates whether the shipment has been accepted or rejected. If the shipment is accepted, the AES filer receives an Internal Transaction Number (ITN) as confirmation. Though the shipment is accepted, the filer may still receive a Verify Message, Compliance Alert, Informational Message or Warning Message along with their ITN. However, if the shipment is rejected, a Fatal Error notification is received and must be corrected to receive a valid ITN.
To help you take the appropriate action for the different AES Response Messages, here are some tips on how to address the most frequent messages that were generated in AES for this month.
Response Code: 137
Narrative: Port of Export Not Allowed for MOT
Severity: Fatal
Reason: The Port of Export code reported does not accommodate the Mode of Transportation code reported for a shipment from Puerto Rico to the United States.
Resolution: For a shipment from Puerto Rico to the United States, only vessel, air, passenger (hand-carried) and mail modes of transportation are allowed. You must report a valid Port of Export code for a shipment from Puerto Rico to the United States. See Appendix D of the AESTIR for a list of acceptable Port of Export codes.
Verify the Country of Ultimate Destination, Port of Export code and Mode of Transportation code combination, correct the shipment and resubmit.
Fatal Error Response Code: 529
Narrative: Shipping Weight Must be Greater Than Zero for HH Goods
Severity: Fatal
Reason: The Export Information Code is HH for household goods and the Shipping Weight is missing.
Resolution: The Shipping Weight must be reported regardless of Mode of Transportation when the Export Information Code is HH identifying the shipment as household goods.
Verify the Export Information Code and the Shipping Weight, correct the shipment and resubmit.

It is important that AES filers correct Fatal Errors as soon as they are received in order to comply with the Foreign Trade Regulations. These errors must be corrected prior to export for shipments filed predeparture and as soon as possible for shipments filed postdeparture but not later than five calendar days after departure.
