BIS published FAQs for Categories I-III on the Control of Firearms, Guns, Ammunition and Related Articles

On Thursday, January 23, 2020, the Department of Commerce, Bureau of Industry and Security published a final rule, Control of Firearms, Guns, Ammunition and Related Articles the President Determines No Longer Warrant Control Under the United States Munitions List (USML)(85 FR 4136), that became effective on Monday, March, 9, 2020.  To help exporters understand the final rule, BIS has published an FAQ guidance document on their website. 

The FAQs included in this document are part of the extensive public outreach BIS is conducting on the Commerce final rule issued on January 23, 2020. These FAQs are intended to assist in the understanding of the changes, but are not intended to supplant the Commerce final rule or other existing EAR provisions, as applicable, in making a determination regarding regulatory requirements under the Export Administration Regulations (EAR) (15 CFR 730-774).  This Guidance does not create any privileges, benefits, or rights, substantive or procedural, enforceable by any individual, organization, party, or witness in any administrative, civil, or criminal matter. This information is for general guidance purposes only and should not be regarded as a substitute for legal advice concerning the applicability of this rule to particular facts and circumstances.
