In alignment with the President’s Executive Order on Reevaluating and Realigning United States Foreign Aid, and in response to direction from the Secretary of State, effective immediately an additional waiver for the pause on foreign assistance is being issued. This waiver is specifically for the continuation of critical, lifesaving humanitarian assistance during the review period.
Implementing partners currently involved in lifesaving humanitarian assistance programs should continue, or resume activities if they have been halted, in accordance with the following guidelines. Please note that this resumption is temporary in nature and, unless authorized through a separate waiver or as explicitly required for the execution of this waiver, no new contracts or obligations should be initiated.
1. Scope of Waiver:
- This waiver applies exclusively to lifesaving humanitarian assistance, which includes essential medicines, medical services, food, shelter, and subsistence assistance, as well as necessary supplies and reasonable administrative costs to facilitate the delivery of such assistance.
- This waiver does not extend to activities related to abortion services, family planning, conferences, administrative costs outside the scope outlined in 1(a), or programs centered on gender; diversity, equity, and inclusion (DEI); transgender surgeries; or other forms of non-lifesaving assistance.
- Migration and Refugee Assistance (MRA) may be utilized solely for activities described in section 1(a), including repatriation of third-country nationals to their countries of origin or to a safe third country
2. Additional Waivers or Exceptions:
For activities not explicitly covered by this waiver, Missions, Bureaus, and Independent Offices should follow the Agency’s waiver guidance outlined in the message sent on Sunday. USAID implementing partners should work with their respective Contracting/Agreement Officers to submit such requests.
