USAID is the primary government agency providing non-security assistance in evolving, complex emergencies, including in Ukraine and Gaza. In the Israel Security Supplemental Appropriations Act, 2024, USAID OIG received $3 million for the oversight and monitoring of assistance made available for Gaza. USAID OIG received an additional $10 million for its oversight efforts in the Ukraine Security Supplemental Appropriations Act, 2024. USAID OIG assembled a cross-divisional team to craft its short, medium, and long-term oversight initiatives for USAID’s Gaza response and to expand its existing oversight plans for USAID’s Ukraine response.
Additionally, USAID Inspector General (IG) Paul Martin provided written testimonies for the Senate Appropriations Subcommittee on State, Foreign Operations, and Related Programs hearings titled:

On May 16, the Special Inspector General for Operation Atlantic Resolve, released the second quarterly report to Congress on Operation Atlantic Resolve (OAR). The report summarizes the U.S. Government’s response to Russia’s full-scale invasion of Ukraine from January 1 through March 31, 2024. It also describes the oversight work of the Offices of Inspectors General for the Department of Defense, Department of State, and USAID, the Government Accountability Office, and the other members of the Ukraine Oversight Interagency Working Group.

New Ukraine Oversight Website
The Special IG for OAR announced the launch of UkraineOversight.gov. This new, collaborative website focuses on the efforts of the Federal oversight community—including USAID OIG—to oversee U.S. security, economic, humanitarian, and other assistance to Ukraine.

We are initiating an audit of USAID’s direct budget support to Ukraine through the World Bank’s Public Expenditures for Administrative Capacity Endurance (PEACE) multi-donor trust fund.
The audit objectives are to:
- Determine how USAID oversees its contributions to the PEACE fund; and
- Assess the extent to which USAID’s contributions to the PEACE fund supported eligible internally displaced persons.

We are initiating an inspection of USAID’s oversight of Starlink satellite terminals provided to the Government of Ukraine.
Our objectives are to determine how:
- The Government of Ukraine used the USAID-provided Starlink terminals; and
- USAID monitored the Government of Ukraine’s use of the terminals.

Evaluation of USAID's Withdrawal from Afghanistan
In April 2021, President Biden announced a full military withdrawal from Afghanistan after nearly 20 years of U.S. military support. Subsequently, the Taliban entered Kabul and established control of the country on August 15, 2021. By August 31, USAID personnel had left Afghanistan.
We initiated this evaluation in response to congressional requests and found that USAID lacked a clear role and experienced challenges planning and communicating during the evacuation of implementing organization staff from Afghanistan. The Agency did not have defined evacuation-related roles and responsibilities or a mechanism to accurately track implementing organization staff. USAID was also constrained by insufficient staff and delayed guidance on how to address questions from implementing organizations, which had divided opinions about the Agency’s communication efforts.
We made seven recommendations to improve the Agency’s preparation to support implementing organizations during a withdrawal.

Audit of USAID's New Partnerships Initiative
In 2019, USAID launched the New Partnerships Initiative (NPI), which aimed to diversify USAID’s partner base by creating avenues for new and underutilized partners (NUPs) to work with the Agency through an updated approach to partnering and procurement.
OIG initiated this audit to determine the extent to which USAID (1) established guidance and faced any implementation challenges for NPI and (2) measured and communicated performance results for NPI.
We found that, although USAID provided guidance and technical assistance to develop NPI action plans, the missions we reviewed relied on experiences from past initiatives to implement NPI and continued to face long-standing challenges.
We made three recommendations to improve USAID’s processes for measuring and reporting NPI performance results. USAID agreed with all three recommendations.

The COVID‑19 pandemic created unprecedented challenges to USAID’s ability to provide U.S. foreign assistance worldwide. USAID responded to the pandemic by launching programs to:
- Promote delivery of safe and effective COVID-19 vaccines;
- Strengthen health systems to mitigate COVID-19 transmission and reduce morbidity and mortality;
- Provide rapid assistance to combat the pandemic in low- and middle-income countries;
- Mitigate the impact of COVID-19 on HIV programs funded by the President’s Emergency Plan for AIDS Relief (PEPFAR); and
- Develop infrastructure to support the use of liquid oxygen in treating COVID-19.
OIG contracted with an independent public accounting firm to conduct a series of performance audits looking at various aspects of USAID’s COVID-19 response, including vaccine readiness, supplies used for the response, the monitoring of the Oxygen Ecosystem program, and the use of PEPFAR and American Rescue Plan Act of 2021 funds.

USAID has increased its use of fixed-amount awards (FAAs) with the growing emphasis on expanding locally led development.
We initiated this audit to determine whether (1) USAID conducted risk assessments before issuing FAAs and (2) oversight of FAAs ensured that selected milestones were completed in accordance with the terms of the awards.
We found that mission staff conducted risk assessments before issuing the FAAs in our sample and USAID ensured that selected milestones were completed in accordance with the terms of the sampled FAAs.
