Testimony Before the House Committee on Foreign Affairs on Oversight of USAID's Response in Ukraine
In March, USAID OIG leader, Nicole Angarella testified before the House Foreign Affairs Committee's Hearing on "Oversight, Transparency, and Accountability of Ukraine Assistance." She was joined by OIG leaders from the Department of Defense (DoD) and U.S. Department of State (State), our partners in providing independent oversight over the United States' support to Ukraine and its people.

Testimony Before the House Committee on Oversight and Accountability on Oversight of USAID's Programming in Afghanistan
In April, USAID OIG leader Angarella testified before the House Committee on Oversight and Accountability on lessons learned from OIG's decades of oversight of USAID's programming in Afghanistan. Testimony was also provided by leaders from DoD OIG, State OIG and the Special Inspector General for Afghanistan Reconstruction (SIGAR).

Focus on UN Oversight and Accountability

|
Meetings with UN Officials on Oversight of U.S. Foreign Assistance Programs
This spring, USAID OIG senior leaders met with UN officials in Rome, New York and Geneva in furtherance of providing independent oversight, and ensuring accountability over USAID funding to UN agencies.
The delegation, led by USAID IG leader Angarella, also met with:
- Then-U.S. Ambassador to the UN Agencies for Food and Agriculture Cindy McCain
- U.S. Ambassador to the UN for UN Management and Reform Christopher Lu
- U.S. Ambassador to the UN Economic and Social Council Lisa Carty
- U.S. Ambassador and Permanent Representative to the UN and Other International Organizations Bathsheba Nell Crocker
The OIG delegation reinforced its expectations for access to information relating to USAID-funded programs and UN agencies' obligation to provide timely disclosures of credible allegations of misconduct, including fraud, corruption, and sexual exploitation & abuse.

OIG Deploys Investigators to Ukraine
"For real comprehensive, robust oversight [of USAID's response in Ukraine], it can’t be done remotely,” said Nicole L. Angarella, in a February 2023 interview with the Wall Street Journal. “The closer we are, the more comprehensive oversight will be.”
USAID OIG will have two permanent spots, beginning this summer, for criminal investigators to work from Kyiv to investigate allegations of misconduct affecting U.S. non-security assistance to Ukraine.
We remain committed to working in close collaboration with the OIGs of State, DoD, and other domestic and international partners to provide timely, effective, and impactful oversight of U.S. assistance to Ukraine.

Ukraine Investigations Dashboard

April, our Office of Investigations released an updated dashboard that includes reports of alleged misconduct received related to USAID programming for Ukraine.
This dashboard includes information from February 2022 to April 25, 2023.

USAID OIG is proud to present its Semiannual Report to Congress for the period beginning October 1, 2022 through March 31, 2023.
During this reporting period, our 183 performance and financial audits and evaluations covered $53.4 billion in funds, generated 118 recommendations for improved operations, and identified over $9 million in questioned costs. Our investigative work resulted in over $63 million in monetary results, 18 referrals for criminal prosecution, and referrals of 17 individuals and organizations for consideration of government-wide suspension and debarment, including UN officials found to have committed sexual exploitation and abuse.

Audit of USAID's Higher Education Programs in Egypt
We conducted this audit to determine to what extent USAID/Egypt’s higher education program used information from:
- Performance indicators to maximize workforce development of graduates and the strength of Egyptian tertiary education institutions.
- An end-of-project evaluation to design a new scholarship activity.

Audit of USAID’s Humanitarian Response in Northern Central America
We conducted this audit to assess the extent to which USAID’s Bureau for Humanitarian Assistance (BHA) ensured that:
- The organizational risks of fraud, waste, and abuse stemming from the presence of sanctioned groups or individuals in the northern Central America response were assessed.
- Cash-transfer activities were designed to mitigate selected risks of fraud and diversion.
