Lithium Battery Air Incidents Involving Smoke, Fire or Extreme Heat
Note: These are lithium battery related events involving smoke, fire, or extreme heat that the FAA is aware of and should not be considered a complete listing of all such incidents. The methods of collecting and recording these incidents and the data involved has changed over the life span of this chart as the FAA’s Office of Hazardous Materials Safety has evolved. The incident summaries included here are intended to be brief and objective. They do not represent all information the FAA has collected, nor do they include all investigative or enforcement action taken.

Final Rule: HM-215Q Harmonization with International Standards
On April 10, PHMSA published the HM-215Q "Hazardous Materials: Harmonization with International Standards" final rule in the Federal Register. This rulemaking amends the HMR to maintain alignment with international regulations and standards, including the 22nd revised edition of the UN Model Regulations Amendment 41–22 to the IMDG Code, and the 2023-2024 ICAO Technical Instructions. A subsequent correction was published on May 9.
In addition to amending the Hazardous Materials Table (HMT) this rulemaking:
- Added transport provisions for polymerizing substances, and removed the transitional provisions that have been in place since January 2017.
- Added a new entry to the HMT, "UN3550 Cobalt dihydroxide powder, containing not less than 10% respirable particles" and corresponding packaging provisions.
- Removed provisions for small lithium cells and batteries for transportation by aircraft.
- Removed the telephone number requirement from the lithium battery mark, with a phaseout date of December 31, 2026.
This final rule is effective as of May 10, 2024.

Aviation Safety Reporting System (ASRS) 'CALLBACK' Newsletter Highlights
What Would You Have Done?
This month, CALLBACK again offers the reader a chance to “interact” with the information given in a selection of ASRS reports. In “The First Half of the Story,” you will find report excerpts describing an event or situation up to a point where a specific decision must be made, an immediate action must be taken, or a non-normal condition must be actively managed. You may then exercise your own judgment to make a decision, determine a possible course of action, or devise a plan that might best resolve the situation.
