Changes to the Big Case Report and Other Report Changes for FY2011 Enforcement and Compliance Reporting

This announcement is intended to provide notice to the Regions and OECA offices regarding FY 2011 Federal Enforcement and Compliance data. In particular, this document addresses: changes to the Big Case Report and outlines changes to many FE&C National Standard Reports for reporting in FY 2011. A list highlighting changes is attached. The following changes/fixes were implemented recently:

 

Changes to the Big Case Report

 

The Fiscal Year prompt on the Big Case Report was working correctly but the description of the prompt was displayed incorrectly as EFA Identifier Fiscal Year. The prompt description has been corrected to read Fiscal Year. 

 

OC has revised the Big Case projection threshold for the Injunctive Relief and Pounds of Pollution Reduced/Treated/Eliminated measures. The revised thresholds for projections are as follows, with changes in bold:

  • Pounds Reduced:   Raise threshold from 1M pounds to 10M pounds
  • IR + SEP Values: Raise threshold from $5M to $100M (for all Statutes except CERCLA)

 

Additional Report Changes for Mid-Year:

 
The Certification National Priority Case Counts Report was renamed to: Certification National Priority Case Counts FY 2008 - FY 2010

A new Certification National Priority Case Counts FY 2011 - FY 2013 report was created and the following changes were made to the report:
• The following report tabs were deleted: NP Financial Assurance, NP SW1, NP SW2, NP SW3, NP SW4, NP SW5, NP Tribal, and NP Petroleum Refining.
• A new reports tab was created called the NP MS4.
• The NP Energy Extraction and NP All report tabs were added.

Federal Enforcement Initiations
• The Civil Judicial Complaint count crosstab was modified and the detail list was updated to no longer include non-lead multi-regional cases.
• The detail lists without breaks report tabs was added.
• A new category called CAA 205 was added to the expedited crosstab and detail lists.
• The report was modified to use the new Primary Law Category object instead of variables.  This change adds an additional RCRA split: RCRA CA.
• Users will see an increase in performance and efficiency when running the report.

Federal Enforcement Conclusions and NODs and Federal Enforcement Conclusions and NODS with State-by-State breakouts
• A new category called CAA 205 was added to the expedited crosstab and detail lists.
• The report was modified to use the new Primary Law Category object instead of variables.  This change adds an additional RCRA split: RCRA CA.
• Users will see an increase in performance and efficiency when running the report.

Inj Relief, Penalty, and SEP Values - All Civil Cases and Inj Relief, Penalty, and SEP Values - All Civil Cases with State-by-State breakouts
• The reports were modified to use the new Primary Law Category except Multi-Program object instead of variables.  This change adds an additional RCRA split: RCRA CA.
• Users will see an increase in performance and efficiency when running the report.

Cases with SEPs - Administrative and Civil Judicial
• The reports were modified to use the new Primary Law Category except Multi-Program object instead of variables.  This change adds an additional RCRA split: RCRA CA.
• Users will see an increase in performance and efficiency when running the report.

The Financial Assurance & Mineral Processing Environmental Benefits was renamed to the Mineral Processing Environmental Benefits.
• The Financial Assurance report tabs were deleted.
• A text Box was added to the top left of the report tabs which shows the text: Partial Results if partial results are returned by the report.
• A text box was added to the top right of the report tabs which shows the report version number and modification date.

CWA National Priority Environmental Benefits
• Logic was added so the stormwater crosstab and detail list shows data for the MS4 priority if the report is run for FY 2011.
• A text box was added to the top left of the report tabs which shows the text: Partial Results if partial results are returned by the report.
• A text box was added to the top right of the report tabs which shows the report version number and modification date.

The Tribal National Priority Environmental Benefits was renamed to the Tribal National Priority Environmental Benefits FY 2005 – FY 2010
• This name change was made because this work is no longer an OECA national priority.  Therefore, the report will not produce any data if it is run for FY 2011.
• A text box was added to the top left of the report tabs which shows the text: Partial Results if partial results are returned by the report.
• A text box was added to the top right of the report tabs which shows the report version number and modification date.

CAA National Priority Environmental Benefits
• A text box was added to the top left of the report tabs which shows the text: Partial Results if partial results are returned by the report.  (NOTE: the text box showing the report version number and modification date were already in the top right of the report tabs.)

Direct and Preventative Environmental Benefits and Direct and Preventative Environmental Benefits with State-by-State breakouts
• The media report tabs: Pounds Reduced – Air, Pounds Reduced – Water, Pounds Reduced - Tox and Pest, and Pounds Reduced - Haz. Waste were edited to use the new Final Order Year National Priorities object instead of the All OECA National Priorities object and a filter.  This fixes a problem with the report not showing cases with only a priority for an earlier year selected in these report tabs.
• In the older version of the report, the amounts shown on the Exceptions Report were not counted.  The report was edited so the amounts shown on the Exceptions Report are counted in one of three pounds reduced metrics, depending on the destination media.  However, these amounts also still appear on the Exceptions Report so they can be reviewed, and, if necessary, changed in ICIS.
