Happy Father's Day weekend and Happy Juneteenth! 135 years ago today, the federal order to free slaves finally arrived in Galveston, Texas thirty months after the Emancipation Proclamation and two months after the Civil War had officially ended. 47 states, including Utah, commemorate Juneteenth and celebrate the contributions and culture of African Americans. Today’s email will update you on this week’s legislative special session and COVID-19 happenings, announce the agenda for Monday’s LPC meeting (at 3 pm, in lieu of our usual COVID-19 economic impact town hall) and Thursday’s town hall, urge you to save the date for the 2020 Annual Convention and participate in a census challenge, and spotlight the ULCT Board of Directors nomination process. 

Speaking of the Board of Directors, we appreciate them adopting the FY 2021 ULCT budget on Monday. The board approved membership dues in April that were the same as last year and our objective is to maintain 100% participation in ULCT. We’ve been at 100% the past two years. As staff, we are reducing our operational expenses by 7% in the upcoming year and prudently using reserves. We are confident that we’ll still deliver excellent advocacy and training resources to you. The strength of the league is the membership and we are excited to tackle the challenges ahead with you.


COVID-19 Resources

Utah Leads Together

Governor Gary Herbert released Utah Leads Together 4.0 this week, which focuses on the economic revitalization of the state. The five guiding principles of ULCT 4.0 are: speed, targeted, enduring, flexible, and innovative. 

ULT 4.0 has a 100 day plan, a 250 day plan, and a 500 day plan. From a city perspective, the biggest takeaways are:

  • 100 day plan: maximize CARES Act dollars
  • 250 day plan: invest in infrastructure (roads, transit, trails, outdoor recreation, broadband, water, housing, and workforce)
  • 500 day plan: reimagine incentives and priorities

Additionally, the Utah Hospital Association has requested the assistance of city leaders to promote mask wearing in public. You can access their “Mask Up Utah” campaign materials and social media ads below.

Finally, Governor Herbert announced on Thursday that nine rural Utah counties would move from yellow to green effective today. The yellow order in the rest of the state (and orange in SLC) runs through June 26.

June Special Session

The Legislature convened yesterday in another special session. In addition to tackling the state budget, Legislators passed legislation addressing COVID-19 issues and public safety. Rep. Sandra Hollins sponsored HB 5007, Peace Officer Amendments, which bans proactive chokeholds as methods of restraint by public safety officers. The ULCT Board of Directors unanimously supported this bill. Sen. Karen Mayne sponsored SB 5006, Public Safety Worker Protection Amendments, which authorizes a court to require an individual to submit to testing if the individual potentially exposed a first responder to COVID-19. HB 5002, Open and Public Meetings Act Amendments, was sponsored by Rep. Val Potter per the request of the ULCT Board. This bill allows cities and towns to forgo the anchor location requirement if in-person meetings pose a substantial risk to health and safety. ULCT appreciates Rep. Potter’s help with this important legislation and supported all three of these bills.

The Legislature also passed SB 5004 Municipal Annexation Amendments  (Sen. Buxton) and HJR 504 Joint Resolution Further Extending the State of Emergency Due to the Infectious Disease COVID-19 Novel Coronavirus (Rep. Peterson), which extends the declared state of emergency to August 20. ULCT was neutral on both bills.

Love, Listen, and Lead

Love/Listen/Lead

The League pillars of legislative engagement are Respect, Collaboration, and Outcomes. Building on those pillars, the  ULCT Board of Directors adopted a framework of “Love, Listen, Lead” as we work together to enhance community trust in law enforcement and address racial equity. As part of that framework, the board endorsed Rep. Sandra Hollins’ HB 5007 which banned the training of chokeholds. As mentioned above, the Legislature overwhelmingly passed HB 5007 in special session this week.  The board also approved creating a joint task force with the Utah Chiefs of Police Association to work on policy recommendations based on league principles. Spotlight

2020-2021 ULCT Board of Directors Nominations

This September, the League membership will elect a new 2nd Vice President and several new members of the Board of Directors. We will have eleven vacancies--one four year term (2nd VP) and ten two year terms. The 21 member board reflects the diversity of Utah’s municipalities.  Per our constitution, we have representation from each geographic region of the state, from cities of the first and second class (65,000+ population), and towns (population of less than 1,000).  Any elected official from a city or town in good standing is eligible to be nominated (you can even nominate yourself), and departing board members are welcome to reapply.  Nominations are due by August 14, 2020.

The nominations committee will be chaired by ULCT 2nd Vice President Mayor Dawn Ramsey of South Jordan, and they'll review the applications and make recommendations for the ULCT membership to ratify in the business session at the Annual Convention in September.  We will also request volunteers later this summer to serve on the nominations committee. The strength of the League is our membership!

Mark your calendar for a new ULCT Annual Convention.  We’re partnering with Wasatch Front Regional Council and American Planners Association Utah Chapter to bring you three days of virtual and in-person training.  We'll be in a new conference venue, the Salt Palace Convention Center or, as a virtual option, coming directly to your home or office computer.

Join us Thursday for June's final "Lunch with the League" training.  In this session, ULCT's Meg Ryan offers a primer on open and public meetings (OPMA), Government Records and Management Act (GRAMA), and the Ethics Act. These are the fundamentals that every elected and appointed official should know.  She will also share information pertinent to cities and towns from this week's special legislative session.

2020 Census

Make Your Community Count!

Participate in the 2020 Census Challenge

The census is well underway nationwide- so how are the numbers in your city or town adding up? Getting an accurate count in the census is critical to assure federal funding for key services and projects in your community. Census data guides how more than $675 billion of federal funding is distributed to states and communities each year.

Here are some tools to help encourage residents of your city or town to BE COUNTED!

To Participate in the 2020 Census Challenge:

  • Challenge friends, family and neighbors, or another organization or city. Set a goal and see who can reach it the fastest. The goal is to get counted in the 2020 Census!
  • Track response rates HERE .

Key messages to share with residents:

  1. Residents can easily and safely self-respond to the census online at my2020census.gov or over the phone in English by dialing 844-330-2020 or Spanish at 844-468-2020. You’re also able to complete the census over the phone in 12 non-English languages.
  2. The census asks a few simple questions about you and everyone who was living with you on April 1, 2020.
  3. Respond to the Census now without ever having to leave home or meet a census taker.
  4. Households do not need an ID code to respond to the Census online or by phone.
  5. There is NO citizenship question on the 2020 Census.

Cities in both Utah and Salt Lake Counties entered into a 2020 Census Challenge for the month of June with a fun introductory video.  It's not too late to create a challenge of your own!
