State Leaders Release June 2020 Consensus Revenue Numbers

Gov. Gary R. Herbert, Senate President J. Stuart Adams and Speaker Brad Wilson just announce updated consensus revenue numbers for the state of Utah in consultation with the Legislative Fiscal Analyst (LFA), the Governor’s Office of Management and Budget (GOMB) and the Utah State Tax Commission. The June 2020 consensus revenue numbers for fiscal years 2020 and 2021 show a deficit of $93 million in one-time funding and a deficit of $757 million in ongoing funding in the general and education funds.The Executive Appropriations Committee will consider budget changes to reflect the revised revenue on Wednesday. June 17.

Special Session Preview

Today Governor Herbert called the Legislature into special session this Thursday and Friday. The session call has 26 items on it, a hefty list for a two day session. On the top of the heap is modifying the state budget based on adjusted revenue numbers. Also on the list is restraint methods used by police officers, changing alcohol policies at the SLC International Airport, governmental immunity related to COVID-19 exposure, exposure to body fluids by first responders and correctional staff, annexation, modifications to the anchor location requirement of the Open and Public Meetings Act, extending the declaration of emergency, and many other topics.

Team ULCT is working on a bill with Rep. Val Potter to ensure the ability of local governments to continue to have remote meetings during emergencies. The Government Operations Interim Committee endorsed the bill today. We also expressed our support, per the Board of Directors vote yesterday, of Rep. Sandra Hollins’ bill to ban the use of chokeholds by peace officers. The Law Enforcement Interim Committee endorsed the bill today.
