Today, Governor Gary Herbert issued an executive order clarifying recommendations for the moderate and low-risk phases of the COVID recovery, known by their colors orange and yellow. These changes follow input from Friday's ULCT Town Hall for Local Leaders during which we discussed best practices in our communities to protect our public and economic health. Governor Issues Executive Order Clarifying Recommendations for Moderate- and Low-Risk Phases
New Guidance Applies to Social Gatherings, Outdoor Recreational Activities, Gyms, and Personal Care Services
Gov. Gary R. Herbert has issued an Executive Order clarifying guidelines in the moderate- and low-risk phases of the Utah Leads Together plan. The order specifically addresses guidelines pertaining to social gatherings, outdoor recreation, personal services, gyms and fitness centers.
The new order clarifies that “private social interactions that occur without oversight by a formal organization are allowable in groups of 20 or fewer” in the moderate-risk phase. The same guidance applies to groups of 50 or fewer in the low-risk phase.
Outdoor recreation guidelines clarify that no one should participate in sporting activities that require teammates to be closer than 10 feet from one another, and clients obtaining personal care services can remove their mask when it would interfere with the service they are receiving. Gyms may allow skills and conditioning activities when social distancing guidelines are followed.

In the phased guidelines, local leaders will want to specifically note the following clarifications:
Page 5, Social Guidelines clarification:
ORANGE: "Private, social interactions that occur without oversight by a formal organization are allowable in groups of 20 or fewer"
YELLOW: "Private, social interactions that occur without oversight by a formal organization are allowable in groups of 50 or fewer; this may be increased incrementally based on data & milestone trends"
Page 6, Outdoor Recreation: Changed the title to include outdoor youth sports
Reference to following guidelines on page 5 and 7
Added: Do not engage in sporting activities requiring teammates or opponents to be closer than 10’ from one another
Added: Skills development and conditioning activities are allowable under social distancing guidelines
Added: Staff must disinfect all equipment after each use
Page 12, Personal Services: Removed "must" in overview. It now reads: Service provider and customer wear face coverings
ORANGE: Both service provider and client wear face coverings.
Added: Exception given for clients when mask interferes with service
