The leaves are coming out, the sun is warming up, and the Governor offered hope today that the stabilization phase in Utah could be around the corner. He emphasized that complying with the Stay Home, Stay Safe Directive and the public health data will both be critical in moving to the stabilization phase and he introduced the Utah Leads Together 2.0 Plan. Additionally, Salt Lake County Mayor Jenny Wilson rescinded the stay-home portion of the county health order (though the rest of the health order is still in effect; see article HERE).  The Governor’s Stay Home, Stay Safe directive is in effect until May 1.

Today’s email will announce next week’s conference calls--Monday at 3:00 pm on the Utah Leads Together economic recovery plan with Natalie Gochnour from the Kem C. Gardner Policy Institute at the University of Utah and Phil Dean from the Governor’s Office of Management and Budget, along with Congressman Ben McAdams with a federal update, and ULCT staff about the special session and the CARES Act implementation and Tuesday at 4:00 pm with Lt. Governor Spencer Cox—update you on the legislative special session & CARES Act, request your survey results, announce trainings on OPMA during COVID-19, and spotlight the fiscal year 2021 dues process.

Monday Town Hall:

We continue our new Monday afternoon series about the economic and fiscal impacts of COVID-19 at 3:00 pm with Congressman Ben McAdams, Phil Dean and Natalie Gochnour on the Utah Leads Together 2.0 Plan and what reactivating the economy during the stabilization phase could mean for your city, and an update from ULCT staff about the special session and the CARES Act implementation.  If you have questions in advance, please submit them by Monday at 9:00 am HERE. Utah Leads Together 2.0

HERE is the updated plan. The 2.0 version has dashboards about COVID-19 data, specific guidance about how industries can adapt to public health requirements, recommendations for local government, and a color-coded health guidance system for how businesses, non-profits, and governments can safely re-engage in-person with their customers and employees. Team ULCT contributed to the development of Utah Leads Together 2.0.  The ultimate objective is to align public health and economic health to ensure a strong recovery.

Special Session Information

Special session:

The legislature resumed their special session today and advanced the bills that we referenced in detail in last night’s email with the exception of HB 3009 (see HERE) The House and Senate both adjourned until next Thursday and their call expires next weekend. House and Senate leaders indicated that there will be multiple special sessions this spring.

CARES Act:

Cities nationwide are still awaiting the guidance from the Treasury Department about how local governments will be able to utilize CARES Act dollars. You can read about the concerns from your fellow cities HERE.The Utah Legislature enacted the legal framework to accept the CARES Act dollars but they have not yet begun the process of determining a distribution or allocation formula. The Governor, Lt. Governor, and legislative leadership have all indicated that they want to work with local governments. The deadline for the Treasury Department guidance is next Friday.

ULCT Directors on the Value of the League

The League is working tirelessly to bring you the latest information for your communities and resources as we work through the COVID pandemic together.  As mentioned, we're also keeping a strong presence representing our 249 cities in the special session.  We are looking out for the interests of all our Utah our communities. This work goes year round for the ULCT, and our strength comes from you, our members.  Several members of our Board of Directors expressed their thoughts on the value of membership in the League, which you can watch in today's spotlight here.  The League is now 249 Strong!  That means every city and town in Utah is a League member. 

Our member cities and towns will each be receiving a dues notice, as well as a summary of some of the more recent efforts we're making in your behalf.  For the first time ever, we will be sending this letter and invoice electronically, and reducing the number of hard copies we send vs. snail mail.  Mayors, council members, and clerks and recorders will be receiving  emails and each city and town will receive one hard copy. 

The League is stronger than ever because of you and our 100% membership.  We are committed in our work to represent you and provide resources to you.  We count on all to maintain this strong bond.  249 Strong!

ULCT will continue our a series of calls and webinars to help leaders of our cities and towns get the latest updates on state and federal measures and implement strategies during the urgent phase of the COVID pandemic.  

Next week we'll bring in economic analysts, housing and retail experts, national and state political leaders, to share valuable information as we manage our way through the urgent phase of the health crisis.
