Agreement has been reached on the national pay award for employees covered by the National Joint Council for Local Government Services (‘Green Book’ Terms and Conditions).
The headline pay award with effect from 1 April 2023 is:
- An increase of £1,925 (pro-rata for part time employees) on all NJC pay points 2 to 43 (up to £49,590) inclusive.
- An increase of 3.88% on all pay points above NJC pay point 43 (over £49,590) but graded below ‘Chief Officer’.
The new rates of pay including any backdating will be implemented in November 2023 payrolls. This will be subject to the normal deductions for tax, national insurance and pension contributions.
The Chief Executive's pay award has also been agreed, a 3.5% increase effective from 1 April 2023. The Chief Officers pay award was agreed in May, also at 3.5%.
Backpay and Universal Credit
In line with national guidance, unfortunately backpay cannot be staggered over a period of months, which may have an impact on Universal Credit. Any employees who may be affected by this are advised to speak to their Universal Credit Work Coach via their online account or call the Universal Credit Helpline on 0800 328 5644. Managers are encouraged to make employees aware of this information.
‘UK Living Wage’ Increase
The Living Wage Foundation announced an increase to the voluntary ‘UK Living Wage’ on 24 October, to a rate of £12.00 per hour. For the legacy Councils that applied the UKLW, this will be implemented in line with the arrangements that applied prior to Local Government Reorganisation. For legacy County Council and new Westmorland and Furness employees this will apply as a non-contractual supplement effective from 24 October and will be implemented in November payroll along with the national pay award.
The updated Westmorland and Furness Job Families Pay and Grading Structure including the 1 April 2023 pay award and 24 October 2023 UK Living Wage increase is available in the Pay, Working Arrangements and Benefits section of the Intranet and on this link.
The updated pay and grading structures for the legacy District Councils will be made available to the employees that these apply to.
