Wales Procurex

Have you registered for Procurex Wales 2017?

We have already started planning Procurex 2017 which will take place in the Motor Point Arena on 9 November.
With much more to be confirmed, the day will be structured around the four cross cutting strategies in the Welsh Government’s Taking Wales Forward commitments. These are, Prosperous and Secure, Healthy and Active, Ambitious and Learning, and; United and Connected.

Go Awards Wales 2017

Go Awards Wales open for submissions!

The GO Awards Wales are now open for submissions. The awards, which are endorsed by the Welsh Government, are completely free to enter and will celebrate the success of all those across the public, private and third sectors who strive to make a difference to the Welsh economy.
The ceremony takes place on Thursday, 9 November 2017 at Mercure Cardiff Holland House Hotel after the Procurex Conference.

New email addresses for NPS staff

Email addresses for the NPS and across the Welsh Government have changed.
The change will see our email addresses change from @Wales.GSi.Gov.UK to a new @gov.wales email address.  This affects all email addresses including individual and shared mailboxes. 

Old @wales.GSi.gov.uk email addresses will remain active for approximately 12 months and emails using the @GSi address will be delivered to the new @gov.wales address.

Free Procurement Training

We are excited to announce a free procurement training and networking event to be hosted at our Welsh Government offices in Llandudno Junction on Wednesday, 13 September 2017.

The day will begin at 9:30am and end at 4pm at the latest. The day will include presentations by   Veale Wasbrough Vizards LLP (solicitors), IBIS World and Atamis.

 

The sessions will give attendees an overview of UK and EU procurement legislation and an update on recent case law. IBIS World will provide an introduction to their Industry Research reports and Atamis will give an overview of their Spend Analysis solution.

Construction and Facilities Management

Construction, Facilities Management and Utilities

Frameworks due to be awarded:

The Framework for the Provision of Highway Lighting Materials is currently under evaluation and is due to be awarded in September. All Framework Guidance documentation will be available on Sell2Wales after its award.

Frameworks recently awarded:

The Framework for the Provision of Maintenance and Installation of Passenger and Goods and Domestic Stair-Lifts was awarded on the 1 August. Framework Guidance will be available on Sell2Wales shortly. Any queries regarding the Framework are welcomed by the Category Team.

 

Updates:

The NPS framework for Cleaning & Janitorial Services has been extended to 15 June 2018. Revised Framework guidance has been included on Sell2Wales to reflect this extension.

Corporate and Business Support Services

Media Buying, Integrated Marketing Campaigns & Public relations Framework:

Lots 2 & 3 of the framework (Integrated Marketing Campaigns & Public Relations Services) have been awarded and the agreement is now live. Lot 1, Media Buying, will be re-tendered in September 2017 due to an award not being made. The Media Buying lot on the existing All Wales Media Agency Services Framework, which has Golley Slater as the sole supplier appointed, will be extended to cover customer requirements in the interim. The Supply of High Visibility, Personal Protective Equipment (PPE), Uniforms, Workwear and Leisurewear:

Due to the need to ensure our category forum had opportunity to participate fully in evaluation, the framework is now due to go live week commencing 4 September. The existing Welsh Purchasing Consortium Framework is being extended until Friday 1 September to cover customer requirements until this point. if you have any queries please don’t hesitate to get in touch with us.

 

Printer Consumables III:

This Framework ended on 31 July 2017. All requirements for printer consumables can now be placed through Lot 2 of the MFDs and Associated Services Framework Agreement which is run by the ICT Category Team. Please contact NPSICTCategoryTeam@gov.wales for more information.

 

Stationery Bridging Arrangement:

The stationery bridging arrangement with Banner came to an end on the 14 July 2017.  All customer requirements for stationery should now be routed through the established NPS framework for the Supply of Stationery & Copier Paper with Lyreco. For any queries, please contact our mailbox.

Fleet and Transport

Updates

 

Vehicle Telematics - A Customer focus group has been established for this requirement.  The first meeting took place on 7 June 2017 to consider the procurement options for Vehicle Telematics and to start to scope the project. The membership of the group consists of stakeholder sector representatives from across the Welsh Public Sector. The initial outcome of this meeting was the need for further information so a survey has been conducted.  The NPS Fleet team are analysing the results of the survey to inform the project scope and requirements. Minutes of this meeting have been uploaded onto Sell2Wales.

 

Vehicle Spares – An open forum coordinated by the NPS Fleet team was held on 28 June 2017 at Welsh Government Bedwas office. This event was set up on behalf of the South Wales organisations to discuss the implementation of the new framework with Fleetwheel Ltd (supported by Truckparts). The event was well attended with some very positive discussion. Since the event more customer organisations have successfully signed up to the Framework and we are willing to help others that also want to use it.

 

Vehicle Hire II – A revised Rate calculator has been developed and has been uploaded to Sell2Wales. We did this to customers to quickly identify the best value for money option when hiring vehicles. Development enhancements to the tool include;

  • Total hire charges for all Vehicle Types with added functionality to define the required hire period to collate applicable rates for comparison and ranking.
  • Inclusion of early start charges on the additional information tab.

In accordance with the Framework agreement, the NPS have sought additional pricing for Lot 2 vehicles (Light Commercial Vehicles) and added  Chapter 8 (vehicle livery markings) and a light beacon for to  the pricing list. Rates have been uploaded onto the rate calculator.

Please note, due to the dynamic nature of this Framework customers should be reminded to download the latest version of the rate calculator from Sell2Wales as and when they have a requirement to ensure access to the latest commercial information.

Fuel Cards – The current call off agreement with the Crown Commercial Services (CCS) framework expires on 13 May 2018.  NPS Fleet team are engaging with CCS regarding their new framework, and will be engaging with customers to discuss the future provision in due course.

 

Pipeline - We are working with All Wales Transport and Plant group members to develop future procurement pipeline for Fleet.  We are currently setting up working groups to consider the following areas of work:

o Standardisation of vehicle specifications
o Whole life costing models
o Driver License Checks
o Vehicle Leasing
o Future provision of  Liquid Fuels (take up the final 12 month extension or retender)

Food NPS

Frameworks due to be awarded:

The NPS tender for Fresh Food and Beverages (including Frozen Meat) has been evaluated and Intention to Award Letters have been issued to Bidders.  Subject to completion of the Intention to award stage the Final Award Letters will be issued in August 2017.  Once the final award documentation has been issued, we will circulate a “Notice of Award” with details uploaded to https://www.sell2wales.gov.wales/.

 

Current Tenders:

The NPS tender for the Supply and Distribution of Packaged Food and Beverages – Reference NPS-FOOD-0069-16 was published on 11 August. The OJEU contract notice  describing the requirements are available on sell2wales. Bidders must submit their tenders through eTender Wales and need to register at: https://etenderwales.bravosolution.co.uk/web/login.shtml

 

Events:

To support bidders to understand the expectations of the tendering process, we will be running two Bidder Events (One in South Wales on 22 August and One in North Wales on 23 August).  Details are in the OJEU Advert on www.sell2wales.gov.wales/ Bidders need to register to attend by emailing the food mailbox or via the etenderwales messaging portal. 

Once the bidder events have been run the slides/information will be made available to all bidders through eTender Wales.

Information and Communications Technology

Updates

Digital Services Framework:

 We are continuing to scope the all-Wales Digital Services Framework(s), covering a broad spectrum of digital services and tools, together with providing a route to market for innovative and bespoke solutions.  Two market engagement events were recently held in Bridgend which were very well attended with 90 organisations attending over two days.  The sessions were run as a consultation – we asked the market to comment on our initial thoughts after taking on board the initial customer feedback that we had received. At the event the attendees provided valuable feedback which we have used to develop our thinking.  We are now revisiting our customers across the wider Welsh public sector to play back and test the results before finalising a shortlist of frameworks to take through our governance processes.

Information Technology Products & Services (ITPS) Framework:
This Framework will expire in January 2018.  We are in the process of analysing the options for the framework which includes extending the Framework.  As part of supplier and contract management, a benchmarking methodology has been developed and tested on the ITPS framework.  This is with the aim of obtaining better value for money from the products and services on the framework.  Once tested, this approach will be used for the rest of the Frameworks in this category.

Upcoming events

Managed Service for the provision of Agency Workers Framework:  A Category Forum Group (CFG) will be held at 10am on 27 September in Bedwas. Invites have been sent to the CFG but if you have not received an invitation and want to attend please let us know.

Occupational Health & Associated Services:

NPS supplier review meetings with Occupational Health Services &  Assistive Technologies Framework suppliers will be taking place soon. If you would like to raise any issues or concerns regarding supplier performance that can be brought up at the meetings, please get in touch.

The next CFG for Occupational Health will be taking place on Wednesday 1 November at 1:00pm until 4:30pm via video conference. Conferencing facilities will be available between the Welsh Government offices at Bedwas, (Caerphilly) and Llandudno Junction, (Conwy).  If you wish to attend in either location, please contact us via our mailbox.

Professional Services

Updates:

    Home Energy Efficiency Improvements and Advice: Warm Homes Wales Programme - the Contract Notice for the Service Provider to Manage and Deliver an All-Wales Demand-Led Fuel Poverty Scheme (Nest) is due to be issued in August. This will be followed by the Contract Notice for the All-Wales Area Based Fuel Poverty Scheme (Arbed).

      The Construction Consultancy Framework: The Management Panel met in July and decided in principle to look to renew the Construction Consultancy (Property) Framework ahead of the final extension option at the end of 2017.  Work is ongoing to develop a new model for the agreement and we welcome your input.

        Suppliers on the NPS Legal Services by Solicitors Framework are offering a wide range of free and paid for legal training and briefing events. The schedule is available here

        3. NPS Staff Updates

         

        Paul Griffiths, has been promoted from Head of the Professional Services Category to become permanent Head of Category Management (where he will oversee all NPS categories).

        From 1 September Jackie Kay will become Category Lead for Professional Services in addition to Fleet.
